SMI Panel

Panelists Charli Urrea, Darilyn Williams, and Patrice Owens, drawing from their experiences in diverse areas of service provision, will answer various questions related to providing treatment and quality care to clients experiencing serious mental illness.

From sharing their individual approaches and commonly drawn upon techniques to providing guidance regarding commonly faced challenges and solutions, the panelists will seek to provide advice, guidance, and insight to assist providers with improving their ability to provide exceptional services to clients with SMI.

Charli Urrea
Resident in Counseling

As a Resident in Counseling my goal is to provide a safe place to help ease emotional burdens and empower individuals to choose a healthier mindset. I have provided therapeutic services to the community for 7 years and have worked with children and adolescents ranging from 5 years old to 20 years old with a wide range of concerns including, Anxiety, ADHD, and Depression.

I graduated in 2017 from Old Dominion University with a Bachelor of Science degree and in 2017, I graduated from Norfolk State University with a master’s degree in Arts, Urban Communication. I utilize cognitive-behavioral techniques and person-centered approach to meet my clients where they are at. I am excited and passionate about helping others. My mission is to provide a safe and welcoming place towards healing and empowerment. Primary areas of interest include Depression, Anxiety, and ADHD.

Darilyn Williams
Licensed Social Worker

Darilyn Williams received her Master of Social Work from Our Lady Of The Lake University in San Antonio, TX with an emphasis in children, youth, adults, and families.  She completed her bachelor’s degree in social work at Norfolk State University where she graduated Summa Cum Laude.

She has over 10 years of experience working with the mental health population.  She began her career as a Therapeutic Day Treatment Counselor working with school aged children who had behavioral disturbances in the Norfolk Public School Systems.  Currently she is a Clinical Supervisor for the Psychosocial Rehabilitation Day Support Program servicing clients with a severe mental illness and traumatic brain injury at Western Tidewater Community Services Board.  

Darilyn specializes in working with children and youth ranging from 5-18 years of age, and adults.  Her areas of focus are serious mental illness, depression, anxiety, anger management, trauma, and providing intensive crisis services including crisis de-escalation. She utilizes various treatment modalities to effectively address client’s needs, to enhance their overall well-being.

Darilyn is currently under supervision to be a licensed clinical social worker and certified substance abuse counselor.  She has certification in Eye Movement Desensitization and Reprocessing (EMDR) specializing in trauma.  She is a Certified Dementia Practitioner, Positive Approach to Care Coach where she trains individuals and families on how to engage and support those with a dementia or Alzheimer’s diagnosis, and Therapeutic Options of Virginia (TOVA) Instructor where she trains staff on how to provide crisis de-escalation utilizing physical restraints if needed.

Patrice Owens
Licensed Professional Counselor

Patrice Carter Owens is a wife and mother of two. Between serving as the Team Lead for Western Tidewater CBS’s First Episode Psychosis Program and providing outpatient tele-therapy in private practice, she homeschools her children. She enjoys walking outside barefoot, getting muddy with her children, cooking, exercising, sitting in silence, and helping others see the best in themselves. 

As a military child, Patrice experienced re-location on a regular basis. This has contributed to her comfort in meeting new people and being able to establish connections with strangers with ease. She finds that this has been significantly beneficial in the field of counseling.

Patrice received both her undergraduate and graduate degrees from Longwood University. In 2016, she earned her Master’s degree in Mental Health Counseling and became a Licensed Professional Counselor in 2021.

Patrice specializes in working with those individuals with psychotic disorders, bipolar disorders, depression, ADHD, anxiety disorders, phase of life changes, and identity issues.
