About Region Five
The behavioral health and developmental support system of Virginia is comprised of a broad array of public and private organizations, including counseling centers, hospitals, crisis stabilization programs, and community-based supports for individuals and their families.
Across the Commonwealth, much of this responsibility falls to the local Community Services Board (CSB) responsible for service coverage within the resident’s community. Each is part of a regional network that works in collaboration with all providers in that area to help ensure the best care practicable for persons in need.
The group that covers the Greater Tidewater Hampton Roads Area, also known as coastal, southeastern Virginia, has been designated as Region 5, by the Virginia Department of Behavioral Health and Developmental Services (DBHDS), and is comprised of the following community service board partners:
- Chesapeake Integrated Behavioral Health (CIBH)
- Colonial Behavioral Health
- Eastern Shore Community Services Board
- Hampton-Newport News Community Services Board
- Middle Peninsula-Northern Neck Community Services Board
- Norfolk Community Services Board
- Portsmouth Behavioral Health
- Virginia Beach Community Services Board
- Western Tidewater Community Services Board
Are You In Crisis?
In cooperation with local and state hospitals, private providers and local city and county departments, they oversee the public behavioral health system of services, statewide. More importantly, CSBs serve as the primary point of entry into publicly-funded mental health, developmental disabilities, and substance abuse services.
This regional approach allows coordinated service delivery among all Community Services Boards in Virginia. By collaborating and pooling resources, service capacity is effectively increased and coordinated as individuals change residence or incur service needs outside their immediate place of residence.
To help coordinate this effort, each of the 5 Regions sponsors a central “Hub” that helps provide or coordinate ancillary supports. Western Tidewater Community Services Board (WTCSB) is identified as the Region 5 hub and as such, is responsible for assisting the nine Community Services Boards and the Region 5 communities.

24/7 access to high-quality crisis intervention via phone/text/chat.
Outpatient Counseling & Clinician Training
Ongoing clinical, diversity and medical training for clinicians and employees of Region Five CSBs.
Service Members, Veterans & Families
Programs for veterans, active military and their families to obtain behavioral health treatment services and supports.

Peer & Family Support
Peer support providing guidance, advocacy and support for individuals with mental health, substance use and co-occurring disorders.
