Region Five Services are overseen by the Executive Directors of the 9 Community Services Boards and Behavioral Health Authorities that comprise the behavioral health and developmental services safety net in Southeastern Virginia.

Services are available to all citizens across the region and are comprised of a network of care made possible by this regional collaboration and the collective resources of all 9 public behavioral health entities.

Regional Services increase the capacity of each locality to offer services to their citizens above and beyond what can be solely sourced through funding from the locality or when specially trained supports are unavailable or unsustainable in that locality. Region Five’s leadership is committed to ensuring that these services enhance and do not supplant those provided by a local CSB.

Many of the services are made possible by strategic investment in community-based care by DBHDS through the System Transformation Excellence and Performance (STEP-VA) initiative for individuals with behavioral health disorders featuring a uniform set of required services, consistent quality measures, and improved oversight in all Virginia communities. STEP-VA is based on a national best practice model that requires the development of a set array of deliberately chosen services that make up a comprehensive, accessible system for those with serious behavioral health disorders. An extensive stakeholder initiative then helped define the services that are needed in Virginia.
