Daniel Srebro proudly serves as the Chair of the Region Five Recovery Advisory Council (RAC), where he plays a vital leadership role in supporting the council’s mission to elevate peer recovery voices and expand recovery-oriented services across Eastern Virginia. As Vice Chair, Daniel assists the Chair in coordinating meetings, guiding strategic initiatives, and ensuring that the needs and ideas of peers and stakeholders throughout Region Five are heard, valued, and represented. He works closely with the admin team to promote collaboration among Community Services Boards (CSBs), peers, and partner agencies.
In his professional role, Daniel is a Forensic Peer Recovery Specialist with Chesapeake Integrated Behavioral Healthcare, where he provides peer support to individuals involved in Recovery Court, the Behavioral Health Docket, and those incarcerated at the Chesapeake Correctional Center.
Daniel is also deeply committed to giving back through service. A person in long-term recovery, his journey has been shaped by the support of Oxford House and Narcotics Anonymous. He now serves as the Chairman of the Oxford Houses of Virginia Alumni Association, where he mentors newer members and supports the growth and stability of Oxford Houses throughout the state.

Frank Gragnano currently serves his third term as the Training Committee Chair for the Region Five Recovery Advisory Council (RAC) for fiscal year 2024–2025. A dedicated leader in Virginia’s recovery movement, Frank previously served as RAC Chair in 2022, where he played a key role in guiding the council’s growth into a dynamic, peer-led force serving all Peer Recovery Specialists (PRSs) across Region Five.
In 2024, Frank launched a groundbreaking training initiative, leveraging connections in Region 4 to create an annual opportunity for 30 PRSs to attend the Research to Recovery Conference in Richmond, VA. This initiative enables participants to earn up to 15 continuing education credits (CEs) toward certification renewal, empowering the workforce through access, connection, and professional development.
Frank has worked as a Peer Recovery Specialist with Norfolk Community Services Board since 2019. As part of his personal and professional growth, he earned his Certified Substance Abuse Counselor (CSAC) credentials in early 2025. He is also on track to graduate from the Virginia Commonwealth University School of Social Work on May 10, 2025, with plans to pursue licensure as a Licensed Clinical Social Worker (LCSW) to serve others on a deeper clinical level.
Frank lives by the philosophy that service to others is the highest achievement humankind can aspire to, and he continues to embody that principle through every facet of his work in recovery and beyond.
Publicity Committee
The Publicity Committee handles communication within Region Five for the RAC. Duties include managing the RAC’s social media presence on Facebook and LinkedIn to keep the community informed.
Trainings Committee
This committee identifies relevant trainings, conferences, and events aligned with the Council’s mission. Trainings provide networking opportunities and the chance to earn continuing education credits (CEs).
